36 weeks pregnant sore to go pee sign of labour? Or maybe baby dropped?

Im 19 years old and 36w+ 5d pregnant with first baby. The past few days ive noticed its painful to go pee and little pee comes out its like something is blocking it. A week and a half ago my doctor said the babys head is definately turned downwards but not engaged so that was good news. Since around that time ive noticed i am going pee a lot more. Could the pain while im peeing be a sign that the baby has dropped yet? Or engaged? My next appnt is on monday.
